The R&D Center’s Proposal Development Unit (PDU) announces the establishment of the Nursing Research Development Working Group (NRDWG) sponsored by the NIH-EARDA Faculty Incentives Program. Its primary goal is to promote and advance research in nursing at UPRM. A group of seven professors of the Nursing Department at UPRM with interest in research will be assisted by the PDU and an external mentor to assess their current research capacity, identify obstacles to expand that capacity, and propose a research agenda for the department in order to facilitate inter- and intra-departmental partnerships. Faculty will be encouraged to engage in externally funded research activities, integrate research into laboratory courses, and strengthen institutional community service initiatives. The Nursing RDWG participants are, in alphabetical order: Celia R. Colón, Ana C. López, Abigail Matos, Miriam J. Nieto, Lourdes Santiago, Margaret E. Toro, and Sandra Zapata. Dr. Marta Rivero, a professor and funded researcher at the UPR Medical Sciences Campus (MSC) School of Nursing, will serve as mentor/facilitator to the project. The Working Group agenda was designed using well established tools to build research capacity. Congratulations to the participants! We look forward to a sustainable research development in Nursing at UPRM.

The R&D Center’s Proposal Development Unit (PDU) is pleased to announce the participants of the 2012 NIH Grant Writer’s Initiative, sponsored by the NIH-EARDA Program, which starts January 2012. The selected participants are (in alphabetical order): Mauricio Cabrera (Industrial Engineering), Saylisse Dávila (Industrial Engineering), Yasmín Detrés (Marine Sciences), José M. Huerta (Agriculture), Junqiang Lu (Physics), Sandra L. Maldonado (Biology), Rose Méndez (Nursing), and Karen R. Ríos Soto (Mathematics). They have committed to participate in this year-long initiative designed with two objectives in mind, to assist them in the development of their proposal writing skills, as well as their understanding of the NIH application process, and to create a community of NIH Researchers & Grant Writers to strengthen UPRM faculty funding capabilities. We look forward to a very productive year. Congratulations!

Sustainable Energy Pathways is part of the NSF-wide initiative on Science, Engineering, and Education for Sustainability (SEES). The Sustainable Energy Pathways solicitation calls for innovative, interdisciplinary basic research in science, engineering, and education by teams of researchers for developing systems approaches to sustainable energy pathways based on a comprehensive understanding of the scientific, technical, environmental, economic, and societal issues.
The SEP solicitation considers scalable approaches for sustainable energy conversion to useful forms, as well as its storage, transmission, distribution, and use. The following Topic Areas illustrate the broad scope of sustainable energy interest areas of this solicitation: Energy Harvesting & Conversion from Renewable Resources; Sustainable Energy Storage Solutions; Critical Elements & Materials for Sustainable Energy; Nature-Inspired Processes for Sustainable Energy Solutions; Reducing Carbon Intensity from Energy Conversion & Use; Sustainable Energy Transmission & Distribution; Energy Efficiency & Management.
Limit: Eligible institutions may submit no more than three (3) proposals as the lead organization in response to this solicitation for FY 2012.
PI Limit: A minimum of three investigators is required, the Principal Investigator (PI) and two or more co-PIs from the lead or participating institutions who are eligible to serve as PI or co-PI on NSF proposals submitted through their respective institutions. These investigators should represent more than one scientific discipline in order to ensure an interdisciplinary approach to sustainable energy.
Researchers must submit to the UPR R&D Center a pre-proposal (3 copies) by Tuesday, December 20, 2011 at 12:00 Noon.
Pre-Proposal Application Package must include:
1. Cover letter or letter of intent (optional)
2. A Project Summary (maximum: three (3) single-spaced pages)
Review Criteria will emphasize:
1. Intellectual Merit
2. Broader Impact (Examples illustrating activities likely to demonstrate broader impacts are available electronically on the NSF website at: http://www.nsf.gov/pubs/gpg/broaderimpacts.pdf.)
3. Integration of Research and Education
4. The extent to which the proposal articulates a vision for the proposed “Sustainable Energy Pathway” that embraces the overarching theme of sustainability, and integrates scientific knowledge & technological innovation, as well as environmental, societal, & economic aspects, into the proposed activities to explore this vision.
5. The extent to which multiple disciplines are synergistically engaged in developing collaborative, interdisciplinary approaches to pathways for future sustainable energy systems. The breadth, synergy, and effectiveness of the interdisciplinary engagement is expected to be reflected the research plan, as well as in the expertise and roles of the Principal and Co- Principal Investigators involved in the project, and their plan for management of the proposed activities.

On September 19, 2011 the Board of Trustees issued Certification Number 14 titled “Policy for the Promotion and Development of Research at the University of Puerto Rico”. The purpose of this policy is to update the UPR-System to better fulfill the federal regulations related to the definition of Institutional Base Salary (IBS) and Total Professional Effort (TPE). This Certification comes as part of the answer to a series of observations pointed by the National Science Foundation during a visit in February 2010. The UPR-Systems committed to present a Correction Action Plan (CAP) to avoid possible institutional liabilities. Other certifications related to the CAP will be issued soon attending Cost Sharing, Cost Transfer and Pre-Award Spending. The new policy will be available in a “Handbook of Policies and Procedures for Sponsored Program”.
Certification 14 is particularly important because it exposes the policy for compensations that researchers can earn as part of their work load at UPR-M. However, this policy reflects the normal trend in most of the Higher Education Institutions in the USA protecting the UPR and the researcher; and at the same time, providing new opportunities for salary increase.
Major changes for UPRM are:
- We are moving apart from measuring PI time with hours when reporting effort to the Federal Government. Professional Effort will be reported as percentage of the Total Effort as explained in Cert. 14.
- The time component is included using the “person-months”
- The IBS will depend of the amount of effort dedicated by a faculty to the different activities (teaching, research, creative activities, training, proposal writing, and others).
These changes imply that the effort committed to the Institution will be different depending on the amount of research, teaching and other activities that each faculty dedicates; however, the TPE for all faculties must add 100% always. Notice that, under these conditions, there will not be “overload” charges to federal grants because the work will be part of your responsibilities in the UPR; nevertheless, you could receive remuneration for your research as part of your TPE. The conditions for additional compensations to become part of your TPE (and your IBS) as proposed are:
- The remuneration must be paid through the university.
- The university must guarantee the remuneration for a period of 1 year or more.
- The remuneration must be documented in the individual’s human resources personnel action forms.
- The remuneration must involve personnel time and effort, and
- The remuneration’s corresponding effort must be accounted for on the individual’s effort reports
Notice that all remunerations fulfilling these criteria will increase your IBS and, consequently, will increase you summer time income. Certification 14 also provides for overload work in case you exceed the 100% TPE, only with agencies that allow such charges. Summer work funded by federal agencies is limited by Federal Regulations to a maximum of 3/9 of your IBS (Circular A21 from the OMB, White House) (2/9 in the case of NSF); however, by increasing your IBS as explained before, you summer income will increase.
In summary, there are opportunities for productive researchers to increase their income. The TPE and IBS for active researchers will be adjusted according to his/her particular situation. It is clear that the implementation of this policy require adjustments in our way of looking at research time and extra compensation charges. It also requires changes in our research administration (R&D Center) and human resources administration (UPRM). The amount of change varies with each University Campus.
Procedures are being developed, including examples based on real cases to serve as a basis for implementation through the UPR-System. The R&D Center personnel will be assisting the UPRM research community through this process by sending information and visiting our faculty as more specific details are available. – by Dr. Walter F.
